On March 23, 2010, the Patient Protection and Affordable Care Act (ACA) was signed into law and marked a monumental change in the health insurance landscape. In the years since, the ACA began to shape the health insurance market for employers around the country. Insurance companies were no longer allowed to deny individuals coverage based upon pre-existing conditions. Many employers now had to make offers of coverage with specific rules designed to maximize affordability for employees. Combine this with a large swathe of new HR regulations (such as Medical Loss Ratio rebates and PCORI fees) and employers were quickly thrust into an entire new regulatory scheme with very little guidance.
